I believe the 500 kbpd has been flowing south and exported since the pipeline was shut down months ago. A restart will not add more bbls to the market. Just like the news of sanctions being lifted in Iran to suddenly allow the free flow of their oil, this is a non issue, and should be viewed as a buying opportunity if there is an oil price drop as a result of such news.
