Perez has the power. Our pot bellied leader has had years to do something about it. He gives away 10's of millions of shareholder money and compamy operations get shut in every 2-3 months by Perez.
Pay the man his money.

Paying Perez off would be a very stupid move, corruption in Pandora's box would spread wings and fly. This is a very well run company with high environmental standards and wants to negotiate, it's up to the government to enforce the law. This is frustrating for sure but will get settled in a peaceful manner, hopefully.

The easiest solution is to arrest the leader.  This avoids confrontation with the militant group and cuts their head off.  You simply wait for the best time to execute the arrest that will avoid cofrontation. If the military takes on the whole group of about 60 on the river there are ways to do that also without use of deadly force.

Arrests should happen because of the kidnapping of the independent shippers.  They are simply caught in the middles but are paying a heavy price. While they are held hostage they are not making a living and their safety is at risk. The majority of population oppose this militant group. The last blockage did not have much of an impact on production.  The oil goes into storage.
