The distribution of 40% of the canon to local province might

be a bad thing as Perez won't get his cut. i.e if the money goes to the gov't of Loreta. Seems to me if there is more moeny at stake, Perez and his boys have all the more reason to get back to their semi-annual hi-jaking of barges and crews, At least that's been the patter over the last year. And you can be assured he will wait until we start pumping out 22,000  a day. The way I see it if Perez isn't happy, I'm not happy. Still don't know why he isn't in jail, along with other members of AIDECOBAP who have twice kidnapepd brazilian barges and crews and hold them hostage for weeks at a time. When it comes to the jungles of Peru Perez rules,  the gov't doesn't.
