I think we have been punished already as a shareholder

Imagine what would happen to the share price if the fine was paid from their stock option equity?? All the diluted optioned shares would be cancelled and the fine could easily be $2Billion with non of it affecting the Balance Sheet (All paid from the in the money option spread) TD shares would float back up to a fair value... over $90 for certain
