does anyone know y tko has not started construction on florence yet?.... they waired 4 permit for 3 years, now they have had it since october and havent done much... dont even think they opened the sea cans yet

Might me a funding gap.  They need to raise money.  With the stretched balance sheet already, I would expect some dilution coming thrpough an equity issue.
