Handling of the news release
Overall the release was pretty positive. However, the way in which it was all handled screams of a lack of proper marketing. Why release ALL of this information at once in one news release?
Reading this it sounds like they new about the results of the market potential some time ago. Why then would you choose to release this positive news in the same article that states they're pushing back the FDA submission? They could have done a news release a few weeks ago when the stock was doing well and had settled in the mid 30's. Said news release could have included the new website and the market potential being double what they initally thought. This would have easily pushed the stock price into the low 40's.
Once that news had settled they could have made a release about pushing the FDA sumission back to improve their manufacturing facility. We would have seen a drop in the price but certainly not to the 20s like we have now. This was all handled very amateur hour I'm afraid.

It's in the presentation on their website dated 2/1/2015. Here's the link: https://www.telestatherapeutics.com/cms/phpjpCpxr.pdf

18tee20, they said this later on in that same release: “We will fully evaluate and negotiate the current offers to ensure that if we take the decision to partner MCNA or sell the company at this juncture, that such a decision will capture significant value for our investors.”
