I think Cheetio is Santa.  He's bitter.  8m shares and no influence.  What's his objective?  A return to power?  He could have personally bought the VMC and econiche for $1 if he agreed to take over the accompanying debt.  He was Econiche's biggest booster.  But he hasn't done that.  Telling.
