What's the problem with this company, price is stuck?

Someone can say why the price is stuck. The graph said since a month that the target is around 10-11$ $, just questionning what's the problem.

Where have you been? The bottom line : management doesn't give a $hit about shareholders. They can't even utter the word.

Eric Nuttall metioned that Shell had sold about 30 M of their 50 M shares, and it is likely they will continue to sell the rest over the coming weeks.  This mostly explains to me why this stock has been treading water over the past 6 weeks even though oil price has been stellar.  Also it explains why a large number of shorts were able to cover their positions recently without putting ...more

I tried to telephone investor relations never got back to me.  With the price of oil it should be tradfing in the ten dollar range.
