I believe I seen that article come out a good while ago, if it's the same one (or similar) it does not specify if the Cannabis came from Black Market suppliers or legal.  Regardless, kids are going to get into things, if it's booze, cigarettes or Cannabis, they will play around with it if it's available, legal or otherwise (admit it, we all stole our parents alcohol or cigerettes)
