NCBI & Blackout period

Can someone tell me "is a  company allowed to  buy its stock under NCBI during blackout period?"

Not during black out period. But in case you haven't noticed ... WELL isn't buying back their shares. They are in fact selling more of their shares at a discount to market price. ( aka. Diluting to finance their day to day activities). Basically the complete opposite to buying back shares. Lol

Thx LarryBird. My question was not specific to WELL as I know very well that WELL told that they will buy back & infact bought 50k at $4.85 but then sold 8M shares at $3.70. What a deal?  So companies can't buy their own share under NCIB during blackout period
