Why the Uptick Rule needs to to be reinstated

If one were to go back 5 years to Feb. 1, 2019, the gold price was over $740 less than today's price and WM was at 20 cents.  Again, such a disconnect from the current price of gold.  Who can possibly be selling at a 7 year stock low?  Someone who bought 9 years ago and missed selling for a profit 4 years ago?  Because literally nobody can be ahead of the game selling at these prices.  Unless you're a predatory short seller.  Why the regulators continue to allow it and refuse to bring back the uptick rule is beyond me.
