CEO's rules are far stricter. Repetition is an offence - currower is the king of repeating himself.
Cheerleading - also currower

There are more offenses CEO will report users for, Currower probably checks the boxes on just about every offense. No wonder why he sticks to this loosely moderated website to spread his misinformation.

That makes sense but I'll take the other side and guess he's been put on a budget since he's been increasingly averaging down into a still losing position. Maybe if he ever gets his 100 bagger here he'll splurge and move uptown to ceo. Fingers crossed.
