Uralkali Announcement collective appeal to the Belarusian

Uralkali Announcement
On 8 November 2013, Uralkali (LSE: URKA; the Company) received a letter addressed to its employees and signed by Stanislav Buko, the Head of the Chief Department for Appeals of Citizens and Legal Entities of the Administration of the President of the Republic of Belarus. The letter was a response to the one sent by the Company’s employees on 26 September, requesting the immediate release of Uralkali’s CEO Vladislav Baumgertner, and stated that the collective appeal to the Belarusian President had been considered.

"the collective appeal to the Belarusian President had been considered." What does that mean, considered and declined?

Wait and see. This could be a usefull exit for Lukaschenko if he has to free Baumgertner .
