RE:Tilray is the laggard
If you were not so focused on pennies you would be considering percentages.
If the market moves the shareprice of Tilray shares by the exact same number of pennies as it has done so on ACB and Canopy what would the percentage gain be in comparison ?
The lower the price of shares the higher the pecentage gain on a change. This is why some investors and traders like lower priced shares. This holds true for both Short and Long Positions.
IMHO the moves on the other stocks within the sector are going to start showing up on Tilray shares as well, this is partially due to similar (but lower priced stocks) becoming more appealing to investors as others move up but also in part to the fact that there is an overlap between these three stocks of institutional investors.
Regardless, I hold for US Legalization, how this day, this week or the following weeks roll out I hold.
Once my first target sell price shows up I will only be letting go a small sliver of what I hold in order to do a minor rebalance of the investment.

It seems it's a classic case of “can’t see the forest for the trees” when it comes to Tilray.
