They keep throwing that out because they sold short and hope to buy back (cover) at the lowest price possible. Do a Google search on "hunting the hunters short position stock" (I think that will work) you should fine a few articles on how some investors seek out stocks / sectors they are Bullish on but where decent short positions are in place.
