Whny did he not take the shares at 0.30 is what I am wondering?

Taking it at .20 cents got him way more shares...and he really doesn't know where share price will end up , control only markets have...no signal here to read into. He has a few million shares...there a 4 month hold on this batch...but look daily for insider selling to occur, in my opinion....
