I see it similarly. First the two conferences have to conclude. Then the fuel buyers go to their boards and talk about the fuel situation. They may just try to wait it out for more cheap supply. Where ever that exists?? Which it probably doesn't..    Or they see that they have been drawing down inventories and see that they will need fuel in a couple of years. They see the
