Fear tactic today again?

It seems that again today someone is trying to play some tricks. It appeared as though there has been a sell order in once per hour for 15K shares. The 0.08 cent bids continued to diminish all day perhaps trying to entise shareholders to sell at 0.08. What baffels me is why someone would be playing these games at this price. Why not just buy the block at 8.5 cents? I realize that half a penny at this price is quite a bit buy really, why mess around with these games for half a penny?

The present ask is 421000 shares @ 0.085 cents.The potential buyer is saving $2150 if he buys that number of shares at 0.08 cents.This is very simple.  If someone else jumps in this war and grab asks of 0.085 cents, then this potential buyer will run in to grab the remaining shares at 0.085 cents.  He is now waiting to grab more shares to accumulate at 0.08 cents.  At one point
