but companies will be able to demand compensation for expenses incurred or revenues they will have to forgo.

Expences incurred will have to be paid back in my opinion plus interest.And the revenues we have missed? Well I'm guessing they will try to pay as little as possible, as Legault said, because that would be a huge amount.
