Question: rules on releasing assays

Can anyone provide links to the rules on releasing assays. ? Wether good, bad, duds etc is a company regulated to release them or not? I am trying to understand if there is a reason we once again did not see assays from 2021 in yesterday's news, example they are securing more land quietly. I guess what I am asking/ saying is there might be good reasons that they are not releasing 2021 assays however is that within the regulations ? Links to facts appreciated. Thank you.
