Whampoa here is the thing the grant was a shared funding of which the anticipated cost is 5.5 million. I am assuming that the monies was put towards whatever equipment is needed to built out. There is a 3.5 million shortfall none of which is directly talked about and how this project is advancing along. One would need to do what LA is doing and that is looking at both websites and seeing what is ...more
