Bad smell
I haven't had the time or inclination to investigate further (very small holding from HPQ spin offf) but something doesn't smell right about this transactioin given the recent spike.
Was the $0.30 valuation for the transaction pre determined in the contract or based on market price?

I don't have any doubts about the validity of the transaction. It was done at market value. I just wonder why the company doing the testing on the gold samples gave a 4-5 week turnaround time and we're waiting for results 7 weeks later.

2 year royalty payment. Other than a couple of days it trades at under $0.20 until the week surrounding the valuation date when it spikes and then immediately drops back down. Provides at least a 50% savings to BGF. Other than the fact that many HPQ shareholders are also BGF shareholders, I don't imagine that they would be too happy about it.

You're reading a little too deep in to that. I don't think there was anything under handed about them paying their debts off. I personally know most of the people involved in the stock price doing the climb from $0.13 up to $0.44. I watched the share volumes and price increases.
