Puzzled by Wien's insider buying given the $ 42 million

Knowing that a $42 million financing is the goal, and assuming that part of it will be equity or convertible debentures (which i might be completely off base), but if it is, why is the CFO (Wiens) buying equity in the public market today? If BNKR does a capital raise/debentures, it will be at more favorable terms than todays prices, right? and Wien's as the CFO has got to know what financing options are on the table and if any strategic parties will be involved/are interested.

Imo, its a good sign when the CFO continues to buy, but why is he buying regularly now and not waiting for the financing? Puzzling.
