Major Shareholders

I keep coming back to the question,  who are the major shareholders and have they agreed to this deal. If the average PI is not happy with Hecla's bid why would the larger investors approve it.
Second question, why has Atac,s SP risen to 16- 16.5 cents?

Atac price has risen to .165 because the offer is valued just under .18 so as it gets closer to closing it gets closer to full value.

It's also finally tied to HL. HL had a pop yesterday. Will likely today too.
