Thats for the Private Placement they just raised, Thats nothing to do with the stock halt itself. THis was halted because they didnt have the funds to complete the audit and pay for it, Now they have the money they just have to get the Filings completed and reapply to have the halt removed

Unless your a short term trader you shouldn't care. Like buffet says it's ownership in a company. Private or Public. Take the market cap divide your shares. That's the value.
