Everytime every God damned time. Companies have some of the best oil and gas manufacturing facilities in the world right here in alberta and they insist on sending work over seas to save a buck and it ends up costing more in the end either via re work or loss of production.

It might be worth the short term pain if there's long term gain. We don't really know why they're going to China for this stuff, we just have to trust they're making the smart moves.

Manufacturing goes to china because of accounting. Overall upfront cost of materials and labour. A lot of the time shipping is also discounted because well commies. In the end it costs more due to re work and in some cases a complete re manufacturing cycle. I have worked on so many sites where this has happened. Best one was Keal lake phase 1 talk about a gong show.
