It seems like it shoould be reasonably easy.  Redo an earlier vote in which there was a strong consensus to proceed.  Some problems occurred with Meeting Minutes however.  Lyle brings in Gonzalo, the mediator of the mountains, who proposes the villagers have property rights.  Hence a long 7 step process to register everyone as a landowner.  Now a vote will be recorded and
