In my opinion, they can bring this to any reasonable height as they wish, the reasonable height is 50-100.
anything above 100 is a plus.

Once it starts, we will see news after news, i.e. a couple of news a week.

let it up, they need to do it quickly and decisively, considering the amount of shares they are holding and waiting to distribute.

That´a very important point: "they need to do it quickly and decisively" and maybe that´s the reason that they still waiting. Could be that they expect some "wake hands" left which could sell during the upmove to the higher share price level. I for myself know the XE-story and would not be stupid to sell exactly during a lift up phase. Here is much more to come...

Based on the tight shares, this one can move up rapidly on any given positive NR!  Judging from how CQ has been trading over the past several weeks, me thinks that we just might be seeing something very very soon.  As siad before, last Sept was the wake up call for CQ when it purchased the Pakinstan property!  In looking at when CQ started moving, it conincides with the free trading
