COMEX 405 minutes posted

Hello Folks,

As these minutes are from the June meeting it the final version of the recommendation should have been completed at the July 26th meeting

405B - was held June 21st.

"A preliminary version of the review report for this mining project was submitted to COMEX for its consideration and comments. COMEX discussed the comments made by the MELCC and CNG analysts. A final version of the report will be submitted for approval at COMEX’s next meeting."

This one will probably be a run of the mill thing since Hydro Quebec has a vast experience in laying down new sections of distribution lines all over northern Quebec.

Tks for the post Tinker....why do you think this is just an issue for MELCC  - and the installation of hydro...could there be other issues at hand that the environmental ministry would be considering?

It was noticed that Comex holds special meetings to just discuss CRE I am wondering if they held another one for July Like a 406B towards the end of July We are getting pretty darn close to 45 days
Comment by Wheeler on Sep 09, 2022 2:08pm
They could have held one in August as there was no regular monthly meeting listed for August. We are definitely close!

You are absolutely right Wheeler. From the looks of it Comex holds special meetings to discuss CRE only, they had a 403B and a 405B to complete their review; a 406B meeting booked in early August, would not be surprising. If a recommendation was sent then, we are pretty darn close to the 45 days the MELCC has to provide their decision following a Comex recommendation. Cheers to all longs!

After reviewing the minutes here is MY takeaway and when the 'famous' decision could happen:    first, a reminder that Roese is on the Agenda for the September Meeting. For example, 404 meeting authorized the Whapmagoostui hybrid plant project and "Transmit a recommendation" was noted. This project is not in the 405 minutes and was not discussed nor noted as it ...more

The minutes say that the water management information was sent to the MELCC from JSL on June 3 and received by comex on June 13, I would assume that this information was discussed during the June 14 or July 26 meetings.

What I make of this "water item" is this. Someone from COMEX (name not mentioned) was still asking CRE for clarification on surface water management. To put a cap on this never ending question, JSL wrote directly to the deputy minister (M. Croteau) to clarify that point.  M. Croteau appointed Maud Ablain (MELCC) to write back to Luc Laine (Comex) a few days later. So that is ...more

The reason that they are on the Sept agenda could also be related to the power lines and have nothing to do with the permit decision at all.

I want to thank everyone for posting permit info on here today. It’s been very informative. As mentioned even after approving permit Comex continues to have companies on the agenda for various reasons, ammendments etc sometimes years after. Each project continues evolve through construction etc and there may be certain obligations to inform Comex of any changes.

I take the fact that moving the power lines for the rose project is on the comex agenda as another indicator that comex is planning to recommend that the project proceed. I doubt that they would be talking about supplying power to a mine that they do not plan to recommend go ahead.

Instead, we are getting closer to the AGM and Special Meeting.
Comment by tinker901 on Sep 09, 2022 12:37pm
Great news, So as we thought the recommendation was most probably sent out in July after the 26th. The ball is now in the MELCC camp
Comment by Longalways on Sep 09, 2022 4:37pm
I Think I remember reading on this board that the minister has to respond within 45 days of a recommandation. if approved at the july 26 th meeting we would be close to an answer depending how long after the meeting approval was sent.

Minister has to respond within 45 days of a recomendation ... during an election campaign?? Would it not behoof the CAQ to announce advancement of the CRE project during their New Majority mandate -  something to think about.
