Pardon my stupid question. Does this mean 18.75  million shares will be exchanged for warrants meaning the warrant holder gets the shares for 12 cents?

yep. warrants get exchanged for stock at 0.12. same thing kinda happened with cxt. it has not moved for 2 weeks ago hovering around 0.80 - 0.85. too many warrants. i am really interested in seeing what happens with cte
