There's a wall of 3.5 mill shares between 20-21 cents blocking the path the 30 cents.  It has been there for a while.

Agreed.  This is not that many shares, yet the wall has been there for a week.  Without this wall we would have been close to 30 cents by now.  This is why we are below 20 cents.
