Thanks for sharing. This is insane. The document states that basically the project is fine, but it somehow is an "area of concern". "With the LCR bifurcating Red Gap Ranch and the area proposed for helium development, a contamination plume reaching RGR is very unlikely as contaminated water would need to flow upgradient from the LCR to groundwater below RGR. By reading the city council report, I see two important variables that give us the city's and environmentalists orientations.  This said, we don't know the position of the new city council: The U.S. Geological Survey has many publications on the geology and direction that groundwater moves within the Little Colorado River watershed and groundwater basins beneath. My understanding is that the land in question is regulated by the state of Arizona. I don't think the federal government will play into it.
