Went over 13 cents today and I see Reuter has a "Strong Buy". Does this mean all is not lost? Be nice to think so.

It's a very good sign. Need to see some follow thru going forward  with consistent volume.

Yes. Refinitive analyst is also showing a 'Strong Buy' and Trading Central is now showing 'Very Strong Bullish Evidence' for Short Term Sentiment, and perhaps more significantly now indicates 'Strong Bullish Evidence' for Intermediate Term Sentiment. Still a pure steal at this price point. Good luck to all.
