No not at all. Reverse splits happen all the time. It's not necessary a bad thing. This will enabls Eve to stay safe. This move can make them eligible for uplisting to senior exchanges. This gives them a much smaller float which after first attacks and this climbs is much harder to short down. This will get the weak hands out and the real money in.
