updated FS study required?

I e-mailed my potiential Graphite mine company in Quebec (mentioned in previous posts) and they informed me that "Now that we have a updated feasibility studdy done in hand for the project , it could qualify for funding under the IRA act among other programs. These programs are looking for companies with projects that have reached the Feasibility stage"! Fortune Minerals Does Not! Is this a Major hurdle to delay the millions the Company desperatly needs? and how many shares would FT need to issue to pay for a updated FS if we need it to get IRA/Can gov $$ , let alone pay for ALTA cheers!
