Ontario Government - CheckVax, Vaccination
If the news is partially related to Revenue contract with Ontario Government and given the COVID (variant) deaths in Western Canada are actually quite high considering the relatively lower population and abundance of open space, perhaps the FOBI contract is related to Digital vaccination confirmation, etc.... as Ontario prepares to mitigate the deadly events of Western Canada.

Makes sense for sure BUT what is hard to process in my head is why wouldn't the government of Alberta be first in line ? and yes vaccines should be legal !!!'
