As I understand naked shorting is selling shares that you do not poesess Can a person sell a car that he does not have? Why is a new law even needed for that? Isn't selling something you don't have a fraud? a regular short sell uses borrowed shares

The very same argument can be made for "borrowing" shares, they are still selling something that they do not own! That whole practice in its current form should be stopped. Where are all the regulators???
