Kern County Growth Rate

According to this report the County of Kern has an expected growth rate of 0.25% per year over the next 38 years but the City of Tehachapi feels their growth rate should be 2.3% per year.
"On January 7, 2021, the City responded to the same e-mail chain on which it now relies, with an analysis the City claimed supported its contention that a 2.3% growth rate was reasonable."

Seems like somebody either isn't pulling their fair share (of the required housing growth rates) or somebody is merely trying to build their tax base.

According to a 2019 article. In Kern county 37.82% of 18-34 year olds in this county live with their parents. Total 18-34 Year Olds Living with Parents 81,009 Total 18-34 Year Olds 214,192 California is near 40% on average which is one of the top states (New Jersey the highest just over 46%) of young adults living at home in the whole country. Apologies about the 38 years instead of 28 years. Brain fart. I honestly hadn't read (and haven't yet) the actual report but scanning over the article again it is interesting to note that the population is forecast to increase by 67,000 persons but the housing units are expected to increase by 62,097. The Water Assessment was utilizing 2.6 persons which would be 161,452 persons. And then ...more

Read the report. The numbers in the news "article" are far different, so which is right? I'd guess the actual report. I also notice no one attached their name to the new report. Why is that?.
