Ciachurski Sells Water Rights

According to the Tehachapi News article Ciachurski has sold the last of his 38AF of water rights to Golden Hills.

"Board action at the meeting also included a review of recent payments, including a $380,000 payment to Jeff Ciachurski from the district’s water operations reserve fund. Carlson said the payment was for 38 acre-feet of Tehachapi Basin water rights. The latest report about ownership of Tehachapi Basin water rights published by Tehachapi-Cummings County Water District earlier this year showed that Ciachurski, who is the chief executive officer of Greenbriar Sustainable Living, Inc., and his wife Heidi owned 38 acre-feet of water rights.

Greenbriar is the developer of the proposed Sage Ranch project in the City of Tehachapi, but the 38 acre-feet of water rights purchased by Golden Hills was not related to that project. Water district records show that Ciachurski owned water rights in the basin since 2007."
Also note the fact that the water rights were sold for $10,000 per AF compared to the price per AF being received by Ronnie Strasser.
"During the year ended December 31, 2023, the Company entered into an option agreement with Ronnie Strasser, who is an arm’s length party, to purchase up to 115 acre-feet of water rights at USD $29,260.56 per acre-feet and paid a non-refundable reservation fee of USD $1,010,000. During the period ended March 31, 2024, the Company has not purchased any water rights under this option agreement. - MD&A May 30th 2024

2 questions; So we paid Strasser almost as much in a "non-refundable" deposit, for water we may never buy, as Golden Hills paid Jeff for the actual water rights? And since Sage needs water rights so badly, why didn't Jeff sell those rights to GRB? Just 2 more questions without reasonable answers. JMO
