Selling Quartz mine? WHY

Can somebody please explain why Bernard wants to sell the quartz mine. i've reviewed the video twice and the part where George asks why HPQ Silicon is selling the mine i could not understand the answer maybe i don't understand french because it went over my head, i think George said he knew why. if nobody knows the answer here i'll ask George. why are we going pay someone else for the quartz? i thought being able control everything from start to finish was a good thing. either i'm a little dense today please someone hepl me understand.

HPQ does not own a mine ? They have property rights/ property. Perhaps you should consider the costs/ environmental assessments / red tape etc. Build a mine ! Mega $$$$$ order and have quartz delivered as needed, far more cost effective IMHO.

Thank you, in laymen's terms  its just the money required to get it out and run, i sometimes have trouble understanding what Bernard says.

Yup agreed, sometimes it is 'lost in translation'...lol. I feel they are being smart.  If they need their own mine later on we'll, great.  But BT states that the quartz is the main and CHEAPEST ingredient to SI metal powders, if I understand him correctly.  They will just buy tones of the 'raw' material required to feed the QRR and THAT refines material will feed
