Who is driving the US price down and why?

My open offer that was placed last week is well above the US price today. Someone pushed the price down to .004 US premarket. It appears someone is trying to chase people out of the stock. Any ideas why?

 The logical question whould be: who is benefiting from it? Find and that wold be the answer.
