Ressource estimate

I had called the company awhile back and was told the ressource estimate would come out in Nov, Dec or January depending on market condition.

They said "depending on market condition"? If that's true (which I doubt) then wouldn't they be breaking the law? You can't just withhold info because the market sucks. At least not for three months.
