Farm----Please explain what is a joke about that clean water requirement.  You have been doing nothing but complain about this project and the management for over 16 years----what the heck are you even doing here?  I suggested a couple of times over the years to send them your qualifications since you have it all figured out what should be done.  Guess they must have lost it.
