It the old saying
Don"t fix it until its broke.
Well the system is bottlenecked , but not broke, YET!
So most likely they will not invest any ideas or money into the labs being back logged.
And still they collect their money and give us now long delays and lousy timely service.
Hey that sounds like mostly like life these days . Pay more and get less!!!!!!!!!!!!!!
