Re allocation of Rights Funding to GC

Checking my notes, the decision to use old stockpiles to commission the Pine Cove mill was made subsequent to the funds received from Rights.

Which is a very strategic reallocation as it means that we can begin to test mine HD after the stockpile is produced and the mill fully up to operational Brest plate.
