Need to remember that MOZ is in control here as the operator. They are the ones to have contracted the group preparing the 43-101 and thus are in control of it's release date. With MOZ having to also focus on closing their PGM property sale and other start up obligations it would be easy to see that they have had lots on their plate needing to fit into a very small time frame.
