Net Gross margins after FINANCING 3% (my estimate)
So 3% of $ 127 million gives about $ 4 million gross profit.
This is perhaps the first TRANSPARENT and STRAIGTHFORWARD news release made by the company without the vague concept.
They should have been a little more clear on gross margins though as to avoid confusion.

If this goes to a market cap of $40MIL would it be inflated or does it have room to move higher based on what the contracts they have to date?

Cut the BS about 3% gross margins..! Quote from todays release indicates GM should be around 7% "Gross Margins The gross margin on revenue generated pursuant to the Contracts is not expected to differ materially from the Company's historical gross margins relative to its government contracting operations."
