I think the new guy is not hired for the permits for mine 2,3, most likely for permits for bigger projects. So what are these "bigger" projects?????

NAG is planning for something.  Larger things.  I'll keep waiting and perhaps we'll get our own AENY real quick.  I'm 90%+ sure that NAG has encountered weather problems in Mine#1.
