China does not have 75% of the earth's REE reserves.  It has 30%. It has 90% of the world's production and accounts for 80% of US REE imports because chinese labour is cheap and chinese environmental controls are non-existant.  If push comes to shove the US could reactivate the Mountain Pass, California deposit and become self sufficient in REEs.
