have seen many times, pre-announcement, when background/due dillegance visits are conducted, shroud of secrecy. 

Then the PM & Premier shows up at the shovel turning ceremony somewhat later.

I would expect the same here...except we got a wee peak behind the curtain today...stuff is happening.
